Until 2002, Saginaw Hoyt Park was the crown jewel of Saginaw’s recreational programs. It was the home of city recreational leagues for many generations. During the 1920s, Hoyt Park hosted 190 softball teams. And during the winter months, it averaged about 100,000 skaters.
In 2003, Saginaw decided to cut its Parks and Recreation budget. Rather than letting Hoyt Park die, a group of concerned citizens organized a group called the Hoyt Park Preservation Group. The group resurrected the park and brought it back to life.
The Hoyt Park Preservation Group’s goal was to bring back the ice skating rink and other athletic events. After the city closed the ice rinks in 2008, the group started to make the park more usable. The board signed a 99-year lease with the city.

The city has suffered from an abundance of crime over the past several years. As a result, Saginaw has been forced to reduce its police force and cut back on its size. Its once thriving manufacturing industry has also taken a major hit, resulting in high unemployment rates. This has also resulted in a lowering of property values. This has also had an adverse effect on the city’s tax revenue.
